Resizing handles are the red or green blocks that appear in the corners of a selected, resizable item.

If an item can be resized, the blocks are green.  Dragging one of the green blocks resizes the object.

If the image cannot be resized, the blocks are red.

Resizing handles differ from Selection marks in that they are larger and extend outside the borders of the item.
